I have been using your You are not allowed to view links.

and found some of the sites are not opening like its showing 404 error and 403 error.

I mean why do i find this kind of website and how do i submit to those sites?

sometimes it may happen because of bandwidth issue or server's firewall issue. If bandwidth quota gets over then some server will not show the site up.

If you see it later may be after a day or two, site would be working, if not please put them under Report Broken Links then we will look into it.
